Monitoring and Evaluation Officer Job at CWMAC

The Community Wildlife Management Areas Consortium (CWMAC) is inviting applications from qualified and experienced professionals for the position of Monitoring and Evaluation Officer based in Dar es Salaam, Tanzania. This role offers an exciting opportunity to support evidence-based conservation and community development initiatives by leading the design, implementation, and management of Monitoring, Evaluation, and Learning (MEL) systems across the organization’s programmes.

As the national umbrella body representing Wildlife Management Areas (WMAs) in Tanzania, CWMAC is committed to promoting sustainable natural resource management and improving community livelihoods. The successful candidate will work closely with programme teams, leadership, and WMA partners to strengthen performance measurement, support data-driven decision-making, and ensure that organizational impact is effectively documented and communicated.

Responsibilities

• Design, develop, and improve CWMAC’s organizational MEL framework and Results Framework.
• Develop indicators, baseline data, targets, and data collection methodologies.
• Establish and manage centralized data management systems to ensure data quality and accessibility.
• Develop and update programme-level MEL plans for projects and organizational initiatives.
• Design and maintain data collection tools, surveys, monitoring forms, and digital data systems.
• Conduct field monitoring visits to member WMAs and support data collection activities.
• Analyze quantitative and qualitative data and prepare performance dashboards and reports.
• Prepare MEL sections of donor reports and ensure compliance with donor requirements.
• Support proposal development through MEL plans, baseline data, and evaluation frameworks.
• Lead the development of CWMAC’s annual State of WMAs report.
• Coordinate internal reviews, evaluations, and learning processes.
• Develop knowledge management systems and document lessons learned and best practices.
• Produce learning products, case studies, briefs, and data visualizations.
• Build MEL capacity among WMA managers, community monitors, and partner organizations.
• Ensure compliance with data management standards, donor requirements, and organizational policies.
• Provide performance information to management and governance bodies for strategic decision-making.

Qualifications

• Bachelor’s degree in Monitoring and Evaluation, Project Management, Statistics, Social Sciences, Development Studies, Environmental Science, or a related field.
• Minimum of four years of professional experience in Monitoring and Evaluation within the NGO, conservation, or development sector.
• Experience designing MEL frameworks, Results Frameworks, and Theories of Change.
• Strong data analysis skills with proficiency in Microsoft Excel.
• Experience using statistical software such as SPSS, Stata, or R is an added advantage.
• Experience with digital data collection tools such as KoboToolbox, ODK, CommCare, or similar platforms.
• Experience preparing donor reports and contributing to grant proposal development.
• Strong report writing and communication skills in English.
• Working proficiency in Swahili.
• Master’s degree in a related field will be an added advantage.
• Experience in conservation, natural resource management, or community development programmes is desirable.
• Familiarity with GIS and spatial data tools is an added advantage.
